Which members of US Congress buy stocks, what do they invest in, and who actually beats the S&P 500? Put simply: which ones have the best returns in the market. Source: official PTR filings (2019-2026); click a member for detail.
In short — as a group, Congress does NOT beat the S&P 500: across 3584 buys, only 42% beat the index over 12 months (median -4.6 %). But like analysts, performance varies hugely by member — the ranking below surfaces the 8 who consistently beat the market (Pelosi, Gottheimer…) and those who don't.
ℹ️ How to read this ranking (method & figures)

Of 196 House members who disclosed transactions (2019-2026), we analyzed 12,497 moves — including 5,816 stock buys (the rest = sells, options, funds). We only rank the 52 members with ≥12 buys of listed stocks and at least 12 months of hindsight — the minimum to judge consistency, like for our analysts. Others trade too little, via funds/ETFs (no specific ticker), or too recently.
The distribution is very uneven: a very active member (Josh Gottheimer, ~600 buys) weighs heavily, while most make only a handful. We measure each buy from its disclosure date (the only actionable point) vs the S&P 500 over 12 months. Transparency data (official PTRs), not advice; small samples are less reliable.
